President Donald Trump and California Gov. Gavin Newsom are clashing with the deployment of domestic security forces.

The Posse Comitatus Act was signed into law by President Rutherford B. Hayes. Generally, it bans the use of the US military for domestic civil law enforcement agencies, with significant exceptions. Trump deployed the National Guard early on Sunday, but so far these troops have not participated in direct law enforcement.

Johnson says that Hegses probably sends Marines to anti-ice riots, not forceful: “deterrent effect.”

Trump sent the National Guard after immigration and customs enforcement agents were attacked on the streets of LA as they raided to capture and deport illegal immigrants. Seeing neither Newsom nor LA Mayor Karen Bass have been active enough to stop the attack, Trump signed the president’s memorandum of understanding to deploy a 2,000-person National Guard force to “deal with the lawlessness that Fester has been allowed.”

Newsom immediately opposed the riots, even if they spiraled.

“I have formally requested that the Trump administration retract their illegal deployment of troops in Los Angeles County and return them to my command,” Newsom wrote to X on Sunday with a letter to President Trump. “It wasn’t a problem until Trump got involved. This is a serious violation of national sovereignty. It burns tension while pulling resources from where it really is needed.”

In addition to security guards, the Pentagon said it was ready to send 500 active-duty Marines Sunday night.

If the military is to play an active role in restraining riots, the 147 law becomes the central setting. Exceptions to the Congressional Comitatos Act that allow the military to enforce laws against U.S. citizens include orders from Congress when declared under anti-government laws or when state governments are unable or prove unwilling to impose laws and order.
