Rep. Addison McDowell of Rn.C. has introduced a bill that declares that attractive bills, executive orders, pardons and commuting could be legally signed by the president and that Autoopen devices may not be used.
This measure is called the “Inkless Directive and Enforcement Notarizations Act of 2025” or the Biden Act.
The bill will amend and add to the current law. “Notwithstanding the provisions of this section or other laws, non-Presidents may legally sign an attractive bill, executive order, or pardon or dispute, and no automatic signature device, including an autopen, may be used for such purposes.”

“There are no attractive invoices, executive orders, or amnestices signed in violation of Section 301 of Title 3, Section 301 of the US Code, including attractive invoices, executive orders, or amnesty or commutage signed prior to the effective date of this Act, but they may be deemed to be in effect,” the bill declares.
In a statement included in a press release on the bill, McDowell said, “The American people elected president to run the country, not awakened staff cabal. Sadly, that’s exactly what the Americans received under Joe Biden.”

The Biden Act would ensure that Rogue officials will no longer be able to use the mentally incompetent president to seize the powers they have been awarded to the Oval Office,” Roumaker said.
Former President Joe Biden previously dismissed the notion that he had not made a decision while serving as president.
