Part of the Pacific Coast Highway, which has been closed for more than two weeks in the Malibu region, reopened Thursday morning for people living and working in the Palisard Fireburn area.
Coastal road sections were closed due to rain and landslides. The reopening is limited to those living in the Malibu and Palisade areas, essential businesses and school buses.
Access passes are required for those entering the area. Passes can be picked up at Malibu City Hall for people on the LA county side of the Palisade Fire, including people from Malibuto Panga Canyon, Big Rock, Sunset Mesa and other unorganized areas.
People in Pallisard can pick up passes at the FEMA Disaster Recovery Center on Pico Boulevard.
Pickup times are 9am to 7pm and require identification such as utility or tax amount, payment stub, bank statements, etc.

For contractors, only those implementing assessments, assessments, cleaning services and security provisions are permitted in this area.
PCH is not open to the general public as recovery continues from last week’s rainfall and landslides.
The posted speed limit is 25 mph, with only one lane open in each direction.
