According to a report from Peru, a key Chinese allies with presidential ambitions in Peru travelled to California late last month to attend a delivery ceremony for a batch of trains donated by the Biden administration.

Peru’s Outlet Jas Medio reported that Mayor of Lima, Rafael Lopez Ariga, who is rumored to be considering running the Peruvian president in 2026, was in California last month in California to discuss the transport of a Caltrain locomotive donated to Lima by the US government under the Biden administration.

Nate Picalchic and Emily de la Bleuyare, senior fellow at the Foundation for Democracy (FDD) (FDD), recently published a study on Lopez Arigga’s “deep” financial connections. Backer.

The report allegedly “growing” Lopez Arigas for its higher offices in Peru, in the hopes of growing mineral and battery harvests in South America. The report is supposed to blow away Lopez Ariga’s “Chinese Man in Peru.”

“The presence of Chinese mining in Peru is a direct bounty of Lopez Aliga,” the report states, giving Beijing “Peruous Beach Head.”

“This leaves Peruvian influential political leaders linked together with China, its resource projects and the broader belt and road initiatives that it is part of.”

Over the past few years, China’s investment in South America and Peru has increased significantly.

China has invested $1.3 billion in a massive deep sea port in Chankai, Peru, just north of Lima, according to NBC News.

According to the outlet, Chinese national president Xi Jinping attended the port’s opening ceremony in 2024, during which he called for the start of China’s 21st century maritime Silk Road and port.

According to Picarsic, China has also invested heavily in Lima’s infrastructure, most notably controlling the electricity industry, all of which Lopez Ariga was a work of “Lynch Pin” that advances China’s control.

Now, with Lopez Ariga likely to enter the Peruvian presidential election, Picalchic explained that this all “seems like a bright sign of Chinese handicraft.”

He also called the donations of trains from the US to Peru “too little, too late” and was unable to combat China’s growing influence in the region.

“We have some abolished railcar donations. But this guy with China brings them in, feeding Chinese railroads to Chinese ports and helping them move goods from Chinese mines.”

Former Secretary of State Antony Blinken took part in the train don ceremony in Lima, Peru last November, praised the project as an opportunity to “strengthen Peru-US relations,” saying the train “is not merely a symbol, but a practical manifestation of possibilities.”

“This agreement is a testament to the strength and durability of the longstanding mutually beneficial relationship between the United States and Peru,” he added. “I am extremely proud that Caltrain will be a member of that mutually beneficial relationship.”
