Southern California’s Narcos exchanged meta overseas using instant noodles packs

The 43-year-old Orange County man has been sentenced to nearly 18 years in prison for his role as a leader in an international drug smuggling ring that trafficked hundreds of pounds of methane into a South Pacific country, federal officials announced Monday.

In a news release from the U.S. Department of Justice, prosecutors said Tustin resident Juan Xuan Le, known as “Big Bro,” and 40-year-old Tri Buinguyen Garden Grove, known as “Bro,” arranged for export of methamphetamine through air cargo and from the US to members of the Australian drug trafficking organization.

Men hide their medicines with a variety of commercial products, including instant noodles, mushrooms, garlic seasonings, and custom metal box packets, whilst manufacturing what is in the shipping of custom documents and manifests.

Using military-grade encryption software and encrypted messaging apps, particularly signals, Narcos communicated with international co-conspirators and coordinated the shipment of goods from the US

“They also use fictitious names, businesses and email accounts to communicate with intermediaries, including vendors, freight carriers, shipping companies, customs brokers and customs officials, fraudulently disguising drugs in US and foreign customs officials,” the prosecutor said.

Law enforcement officials intercepted two of these shipments. One in August 2020 saw 66 pounds of methane head to Australia in a metal box, and another year later it hidden nearly 330 pounds of methane in a food storage bucket.

In February, Buinguyen was sentenced to 15 years in federal prison and was fined $50,000 for part of the plot.

Le pleaded guilty to one count of conspiracy to export controlled substances in November 2024, and was sentenced to 210 months in federal prison for his role in leading the operation.

Additionally, two men from Los Angeles County, Trung Buinguyen, 41, of Lakewood, and Narongsak Champy, 29, of Long Beach, face two conspiracy charges and are currently being sought by authorities.
