The suspect was arrested for animal cruelty after 10 malnourished dogs were found in a coronavirus home.
On March 3, COVID police and animal control officers responded to reports of dogs believed to be in need of medical appointments at their East Grand Boulevard home.
Officers found several dogs at the facility. Many people were injured and seemed to need immediate medical care. No water or food was found nearby.
Authorities contacted the dog owner, Joseph Frust, 34, by telephone. Frust claimed that the family should be caring for the dog.
Officers carried 10 mastiff dogs to a local vet. The two dogs were in poor health and needed euthanasia, police said.

Police found Frust, a convicted felon, on probation in Los Angeles County for reckless evasion. Police say the ammunition was also found at his home, but it cannot be owned due to his status as a convicted felon.
On March 19th, detectives found Frust leaving his house. He was arrested for animal cruelty and illegal possession of live ammunition and booked at the Robert Presley Detention Center.
Police said veterinary costs for rescued dogs are primarily covered by donations from community members.
