The bipartisan bill would grant legal status to certain illegal migrant workers

Rep. Maria Elvira Salazar of R-FLA and Veronica Escobar of D-Texas introduced legislation on Tuesday to reform the US immigration system.

Under the Dignity Act of 2025, illegal immigrants who have been in the United States since before 2021 will be granted the opportunity to apply for legal status for up to seven years with a job permit. Immigrants pay compensation and check in regularly with the Department of Homeland Security, and their legal status may be renewed based on good conduct and compensation.

The bill provides a path to permanent residency, but the legal status given to immigrants does not allow federal benefits or path to U.S. citizenship.

“The Dignity Act of 2025 is a revolutionary bill that provides solutions to our immigration crisis. It will secure borders, stop illegal immigration, and provide opportunities for long-term immigrants to stay and work here,” Salazar said in a statement. “There is no amnesty, there is no handout, there is no citizenship. It’s just a path to accountability and the economy and future stability.”

The bill will be fully funded through immigrant compensation and application fees. That is, it doesn’t depend on taxpayer money.

The measure also aims to end catch-and-release and further enhance security at the southern border, requiring employers across the country to use e-verify, a government system for checking workers’ legal status.

It also expands training, apprenticeships and education for American workers.

The law seeks to address the Trump administration’s crackdown on immigration. This had a major impact on farms and food service providers, including attacks targeting migrant workers at local businesses, and sparked protests against the president’s deportation agenda in Los Angeles and elsewhere.

The recent attack on two cannabis facilities in Southern California has led to hundreds of immigrant arrests and clashes between federal immigration agents and protesters. One person was killed and the others were seriously injured after the attack.

“I have seen first hand the devastating consequences of our broken immigration system. As a member of Congress, I take my duty to propose solutions seriously. A realistic, common sense compromise can be achieved, and is especially important given the urgency of this moment.

“Immigrants, especially those who have been in the United States for decades, constitute important components of our community and the American workforce and economy,” she continued. “The majority of immigrants are hardworking, law-abiding residents, and most Americans recognize that finding bipartisan reform is in our country’s greatest interest. We can enact laws that incorporate both humanity and security.

While Congress has worked on comprehensive immigration reform in the past, Salazar and Escobar are optimistic, and their bills could lead to significant bipartisan support.

Bipartisan groups from 20 other House members have already signed the bill.

“I’ve heard a lot of complaints from both employers in conversations across the NY-17. I’ve been struggling to fill the job and families looking to reunite with their loved ones,” and Rn.Y. “We must do this by fixing the broken legal immigration system, securing borders, and creating a fair and acquired process for those who are already here and contributing.

The administration has already begun working to provide some protection to certain migrant workers, and Trump said last month that he is considering ways to keep some migrant workers in the US.

“We are working on that now, and we work like a temporary pass where people can pay taxes.
