The national rezoning battle has brought new attention to how the census counts non-citizens, and whether people here are illegally inflated statistics that ultimately determine parliamentary seats and electoral universities.

Texas is also looking at rezoning as it also sees a blue state like California as it could counter the potential Republican addition of seats.

Still, there was debate about whether to include questions asking someone to check their citizenship regarding the census, whether to use only citizen numbers to determine numbers for Congressional Districts and Electoral Colleges.

Meanwhile, blue states and cities, particularly the sanctuary jurisdictions, faced a massive sweep from federal immigration authorities, leading to questions about the number of illegal immigrants that could have been counted in the 2020 census, even before the Biden-era border crisis.

The Office of Homeland Security Statistics reported that there were approximately 2.6 million “fraud immigrants” living in California in 2024, and as of 2022, there were over 2 million living in Texas.

Many other states also had hundreds of thousands of figures, including Florida, New Jersey, New Jersey, New Jersey, New York, New York, North Carolina, Georgia, Georgia, Washington and Arizona, according to estimates from the office at the time.

The “Equal Representation Act” was reintroduced in the Senate in June with heavy Republican support. This adds the issue and prevents non-citizens from counting in allocation.

“It is ruthless to see illegal immigrants and non-citizens count on congressional district allocations and election maps for presidential elections, which also distorts the seating numbers of U.S. House members.

The argument from Republicans is that if people are non-citizens and counted illegally in the country are counted, they artificially produce high numbers for representation. There has been debate in the past, but concerns have been regained by millions of illegal immigrants who arrived in the country during the Biden administration.

A proposal from Rep. Chuck Edwards passed the House during the Biden administration last year, but it never became law and was brought back by Republicans in this session.

“However, even if a single illegal foreigner casts the vote, the mere presence of illegal immigrants in the United States has a major impact on the outcome of the election and distorts the representation of Americans,” Edwards said.

“Bigs points out that the US Constitution requires that the census be conducted every 10 years, where everyone in the United States, regardless of citizenship and immigration status, is counted. However, the constitution does not specify whether non-citizens or illegal aliens must be counted for the purpose of allocating seats in House of Representatives,” he added.
