In a new report, inspectors from the Department of Homeland Security (DHS) found that the U.S. Immigration and Customs Enforcement Agency (ICE) cannot effectively monitor the location and status of each non-competing alien child (UAC) who have come out illegally and are released from custody.
Inspector Joseph V. Cafari said in the report that between 2019 and 2023 more than 448,000 UACs were transferred to U.S. Department of Health and Human Services custody. From there, most UACs were released to sponsors.
However, more than 31,000 of these 448,000 children have been released to addresses that have left blank, missing apartment numbers or are not residing in place.
IG also noted that ICE doesn’t always know the location of the UAC, which escaped during HHS’s custody.

Cuffari said that in an investigation into the issue where ICE found notifications (NTAs) displayed on all UACs, it found that the Department of Justice (DOJ) produced an immigration court date, and as of January this year, it had not served the NTA to more than 233,000 non-accompaniment children.
Of the UACs that were provided with NTAS before October 2024, more than 43,000 people did not appear on the scheduled court day.
The report also found that unless ice has been received, they are not always informed of the child’s safety or condition. However, he said these issues occurred because ICE was not always informed of the location of sponsors by other federal agencies.

Cuffari acknowledged that staffing was limited to allow them to monitor each UAC, and without that ability, it did not guarantee that children would be safe from trafficking, exploitation, forced labor or criminal activity.

Rep. Tony Gonzales, R-Tex. raised a crisis involving unaccompanied foreign minors at the House Homeland Security Committee’s subcommittee on border security and enforcement hearings on March 25.
He was told that during the Biden administration, HHS had tracked down many of the minors, some being exposed to human trafficking, child labour and more.

“The Biden administration’s complete failure at the border has had dire consequences. It’s a shame that even an innocent, unaccompanied child has been caught up in the crosshairs,” Gonzalez told Fox News. “The fact that we cannot find tens of thousands of these minors in the United States is not entirely acceptable, as many of these children likely have been in danger. It is not acceptable that we have no answers.
