Massachusetts taxpayers make up a significant portion of those who are supported by immigrant families to spend $1 billion on the state’s emergency shelter program in fiscal 2025, according to a new report.
Gov. Maura Healy’s administration has already spent $830 million so far in fiscal year 2025, which began on July 1, serving more than 4,000 families receiving taxpayer-funded shelters, food, education, legal aid and case management.
The cost is approximately $3,496 per family per week, or about $1,000 per person in the program, known as the Emergency Assistance (EA) system.

Illinois predicts $2.5 billion on immigrants by the end of 2025, the report claims
The report is a June 16 biweekly update from the Massachusetts Executive Office for residential and livable communities, with $679.6 million spent on direct shelter costs, and another $149.7 million spent on wraparound services, including education assistance, work programs, security, security and rental assistance.
The report shows that about 1,600 of the total 4,088 families currently in the system are immigrants, but that figure is probably much higher as it counts as “Massachusetts residents” for eligibility purposes.
The state was overwhelmed by the influx of immigrants under the Biden administration and struggled to deal with them. Many immigrants slept at Logan Airport as the Healy administration worked to set up temporary shelters. Many of them are found in hotels.
Currently, 599 hotel rooms are in use under the program, and the report says that all hotels used under the program will be closed this year.
According to the report, the number of hotels already used as shelters has dropped from a peak of over 100 to 28.

“Closening hotel shelters is essential for families to be set up for success and for states to save hundreds of millions of dollars a year,” Lt. Col. Kim Driscoll said last month.
The report is because everything is finished, given the historic low influx of new immigrants.
On Tuesday, Tom Homan of the Trump administration’s border border area said the border patrol encountered just 95 illegal immigrants in a day, and the zero immigrants were released to the United States last month.
Mike Kennelly, a Republican running for governor who previously served as secretary for housing and economic development, denounced the report.
He said taxpayers are “forced to bankroll billions of dollars into the broken system that perpetuates the immigration crisis and breaking it into the corrupt system that we are tired of.”
Fox News contacted Healy’s office for comment but did not receive an immediate response.

The report also points out that 1,599 individuals in the EA system are currently employed, with 2,270 immigrants receiving work approval.
The report predicts that the state of Massachusetts is likely to exceed $1.06 billion for the fiscal year ending June 30th.
