First on FOX: The national security-focused nonprofit has released a comprehensive report detailing how a funded, nominal US-based organization works, which says it is pushing up the left-wing green initiative that undermines America’s energy, and ultimately pushing China’s interests.
The report, published by State Armor, outlines the Money Trail of Energy Foundation China, a Energy Foundation that is technically headquartered in San Francisco but registered as a 501(c)(3) nonprofit organization with mostly employees based in Beijing.
“The Energy Foundation China was known as the Energy Foundation before it spun a large portion of its US-based business into another organization known as the US Energy Foundation in 2019,” the report explains. “It has been formally organized as an Energy Foundation since 2019, but the organization uses the alias “Energy Foundation China” or “China” to distinguish it from the now-separated US Energy Foundation. The group was founded by climate activist and entrepreneur Hal Harvey, who has a deep ties with China with many left-wing organizations. ”
State Armor found that the EFC “expends millions of people each year on bankroll climate advocates implementing green energy alternatives like the Rocky Mountain Institute (RMI) and the Natural Resources Defense Council (NRDC), the latter targeting foreign agents targeting whether to register based on Chinese training.

The Rocky Mountain Institute produced one of the most prominent studies many Democrats have used to cut back on gas stoves, and was cited by President Biden’s Department of Energy.
Earlier this year, several committees joined in to launch an investigation into the EFC, requesting EFC presidents files about the financial resources given to American organizations after a FOX News digital report that focuses millions of dollars to fund US climate initiatives and environmental groups.
The report details how the EFC “derived a US state-level legislative willingness” against Bayer, which aims to drive lawsuits against the company through potentially carcinogenic pesticides from the United States, ousting the US from the United States and enforces reliance on Chinese suppliers.
The report outlines how organizations “provided millions” to the International Council on Clean Energy Transport (ICCT) to support the “future of clean energy,” and how ICCT was an “active advocate” of the Climate Reduction Act in the Inflation Reduction Act, targeting an increase in battery-powered truck infrastructure.
Fox News Digital reported in 2023 that the Energy Foundation sent Washington $480,000 for Washington DC-based Clean Transportation. We also wired one at the University of Maryland and a grant from the Jackson Hole Global Affairs Center.

Mike Johnson, the US-China Economic Security Review Committee commissioner and first Trump administration speaker, House Speaker Mike Johnson, and former national security adviser to NSC senior director Josh Hodges, told FOX News Digital that the EFC is an example of the CCP’s asymmetric war strategy textbook and a push to deepen control over American businesses.
“Communist China will manipulate the supposed charity network to lead the US from trustworthy domestic energy sources to depend on China’s supply chain,” Hodges said. “Beijing fingerprints, including solar panels, cell phones, electric vehicle batteries, and agricultural chemicals, are found throughout the “green transition” pushed into America. ”
The report cites China’s climate envoy, Liu Zenmin, who suggested that Biden’s green energy policy remains under the more skeptical Trump administration, saying, “Even if the new Trump administration overturns climate change policies, it is unlikely to completely change the green transitional behavior that has already begun in various parts of the United States.”
“In other words, CCP’s penetration into the US political and industrial systems is so profound that CCP officials believe that even the skeptical White House cannot prevent China’s reliance on technology,” the report states.

Will Hild, executive director of Consumers’ Research, told Fox News Digital that the report is part of a broader push to “silence” Trump’s energy agenda, undermining America’s energy independence to benefit the CCP.
“The EFC is weaponizing a woken ideology to eliminate this scheme and force American consumers to rely on China’s Communist Party for energy sources,” Hild said. “Americans deserve to know the truth about the campaigns of foreign enemies that are poisoning our economy and reconstructing our energy future. We praise the state’s armor-like organizations working to expose these glyfts to consumers.”
In addition to EFC’s climate activities, the report details the relationship between the EFC and CCP, focusing on whether Beijing will convert domestic weaknesses into global strength by adopting climate activities and controlling the new so-called green supply chain.
For example, EFC CEO Zou Ji played his previous role in the top leadership position of China’s official National Climate Change Strategy Centre in the National Council’s National Development and Reform Committee.
“He was deeply tied to the leadership of the CCP, so he was included as part of the Chinese delegation for the 2015 Paris Climate Consultation,” the report states. “Other affiliations at Zou include positions at Tsinghua University, located at the centre, which includes a senior PLA officer whose colleagues have retired and a former deputy director of the MSS think tank.”
Zou is not the only EFC figure with ties to the CCP, the report points to EFC board members and DC-based Washington Hongjun Zhang. HongjunZhang was a member of the Council on International Cooperation on Environment and Development, and was previously the Legislative Directorate of the National Congress of China.
Zhang spent “years in the Chinese government” including work with the Ministry of Industrial and Information Technology (MIIT), Ministry of Commerce (MOFCOM), National Food and Drug Administration (CFDA), Ministry of Agriculture (MOA), and the National Development and Reform Commission, according to his law firm’s biopage.
The report states that EFC’s operations in China are overseen by the CCP’s National Development and Reform Commission (NDRC), with the organization’s Beijing headquarters located in a building owned by a state-owned investment company associated with advertising for Chinese state-run media.

Rep. John Moulenor, chairman of the House Selection Committee on Strategic Competition between the US and the Communist Party of China, issued an alarm over the report and told Fox News Digital, “This report confirms that we have been warning for a long time.
“The Energy Foundation China operates under the direction of the CCP and uses its charity system to promote policies that benefit Beijing, not Americans,” continued Mourenar. “The Select Committee continues to investigate how CCP-related organizations will penetrate US institutions, shift important supply chains to China, and shape an environmental agenda aimed at weakening the US while enhancing China.
The report also points to examples of EFCs working with US entities and staff, including when they featured California Governor Gavin Newsom during their visit to China and then hosted the forum a month later, and “supporting” them for an event that hosts the forum to promote “low-carbon cooperation between the two countries.”
Vance Wagner, vice president of strategic partnerships at the Energy Foundation China, told Fox News Digital, “Energy Foundation China (EFC) is an independent grant charity that funds research and capacity building related to climate change and China.”
“Climate change is one of the biggest threats facing our world. Our work is currently focused on China given the size of the energy sector and its role in global emissions. Despite geopolitical tensions, our meaningful involvement with China in climate change and emission reductions is based on the interests of all,” continues Vance. “All grants creating support projects related to climate change and China are not related to affecting US energy policy. The EFC does not accept funding from governments or political parties.”
“Neither the Chinese government nor the CCP fund are directly or administering the EFC or controlling our grants,” he added. “We comply with all US and Chinese laws and regulations and do not lobby or support election campaigning in any country.”
Between 2020 and 2021, the EFC said that between 2020 and 2021, the Energy Department’s Lawrence Berkeley National Laboratory gave “green energy research” and lab training more than $1 million to increase the efficiency of China’s industrial sector.
The Biden administration has given the Sustainable Community Institute a $60 million grant, according to the report.
“America’s energy security is national security,” Jason Isaac, CEO of the American Institute of Energy, told Fox News Digital.

In addition to the report, State Armor sent a letter to the Republican Committee chair in Congress. They are seeking quick surveillance on the issue, including Gasley, Lee, Mouenar, Kommer and Guthrie.
“Congress must act,” the letter written by Lucci begs. “Surveying is urgently needed to expose the full scope of this operation, starting with the Energy Foundation China. The EFC is not a passive observer. He is an active player in a geopolitical competition where America’s energy security and global leadership balance the line.”
