The State Department approves $50 million in ready-to-use therapeutic food funds

First Fox: The US Department of State and Secretary Marco Rubio have returned to their claim that contracts to provide ready-to-use therapeutic foods (RUTFs) have been suspended and that they will continue their commitment to “providing important humanitarian assistance.”

“As USAID moves on the basis of the State Department, our commitment to providing critical humanitarian aid remains immovable and aligns with American foreign policy priorities,” a senior State Department official told Fox News Digital in an exclusive statement.

“We are proud to work with our local partners to provide ready-to-use therapeutic foods for relief. Recently, an additional $50 million of RUTF has been approved, which is enough to nourish more than one million of the world’s most vulnerable children.”

Rufts’ contracts and operations were previously overseen by the United States Agency for International Development (USAID). However, surveillance is at the State Department after USAID merged with its agency after the then Government Efficiency (DOGE) division was affected in February.

Secretary of State Marco Rubio will testify before the Foreign Relations Hearings Committee on Tuesday, May 20, 2025, to investigate the 2026 Presidential Proposal Budget Request for the State Department at Capitol Hill, Washington.

RUTF is a pre-packaged, nutritious, ready-to-eat meal that primarily helps prevent malnutrition in children. In some countries, RUTF is called a form of medicine.

The State Department comments come after Secretary Rubio faces questions from Capitol Hill lawmakers as Rhode Island Democrat Gabeamo confronts Rubio in a fierce exchange and says the agency is “frozen” into a country in need.

“We need to understand why they’re not moving because it’s not a hindrance to us,” Rubio fought back.

Amo replied, “No, you need to grasp it [that] Out, Sir said, “and the secretary refused to make a ‘commitment to ensure effective RUTF distribution’.

“We will continue to provide food assistance,” replied Rubio. “We intend to provide more food aid than any other country on the planet.

A State Department source has revealed to Fox News Digital that a major partnership with non-profit RUTF producers Mana and Edesia has been active since March 2. Additionally, 1.4 million boxes of RUTF were approved on May 26th.

Fox also obtained internal documents and action memos from USAID’s Dianna Darney De Salcedo, a former Doge employee, Jeremy Lewin, who oversees the transition to the fusion between USAID and the State Department. This document sought emergency approval to move food products and RUFTs stored in warehouses that are shipped for use.

The delicate but unclassified document also revealed requests to approve a new Title II award worth $35 million, which initially states to be several times less than estimated due to warehouse costs, international shipping, inland transport, programming and distribution coverage.

Fox News Digital spoke to Mana CEO Mark Moore. MarkMoore outlined a detailed timeline of the challenges faced by RUTF federal contract negotiations and nonprofits as USAID merged with the State Department in early 2025.

At one point, before the State Department and the Trump administration proposed a contract in May, Moore told Fox News, “We’re all saying we have to run out of these old contracts and look at July and close the door.” He said, “If this new order weren’t coming out, we’d really be in the summer.”

“We’re excited because it’s trending the right way,” Moore added.
