Almost every universal injunction blocking President Donald Trump’s agenda has been issued by only five of the country’s 94 federal district courts.
President Trump and Attorney General Pam Bondy spoke at a press conference shortly after the U.S. Supreme Court ruled in a 6-3 ruling that district judges, the lowest level jurist in the federal system, cannot impose a national injunction. Bondy noted that out of the 40 national injunctions issued since Trump took over the White House, 35 came from five districts considered liberals.
“Aggressive liberals… judges are using these injunctions to block virtually all of President Trump’s policies,” Bondy said. “No more. No more.”
A national injunction is a court order that prevents the federal government from implementing policies or laws. They have a cascade effect that affects not only the parties involved in the trial, but also the entire country, and are used by the Trump administration at a much higher rate than previous administrations.
The Supreme Court has been poised to make key decisions that could limit the power of district judges.

Trump’s first administration faced 64 of a total of 127 injunctions issued nationwide since 1963, Fox News Digital reported earlier. According to the April 2024 edition of Harvard Legal Review, the first Trump administration has been published collectively since 2001 to the Bush, Obama and Biden administrations.
Bondi points to five district courts in Maryland, Washington, DC, Massachusetts, California and Washington, calling the overwhelming number of national injunctions occurring in these jurisdictions “crazy.” Conservatives accused the left of filing their case in a liberal judicial district that stocks Democratic-appointed judges.
Fox News Digital considered how five district courts and judges within them issued drastic injunctions that hindered Trump’s federal policies.

US District Court for the Maryland District
The Supreme Court agreed to take up three unified cases this year, including a nationwide injunction taken over by federal district judges in Maryland, Massachusetts and Washington related to Trump’s birthrights executive order.
The US District Court in Maryland was one of the nation’s courts that issued an injunction against Trump’s January executive order to end the practice of granting birthright citizenship to children with illegal immigrants. Maryland district judge Deborah Boardman issued an injunction in February after a lawsuit filed by five pregnant illegal immigrant women in the state, and other district judges in Washington and Massachusetts have since ordered their own injunctions.
The Maryland District Court also issued another preliminary injunction in February against the Trump administration’s executive order ending federal support for the Diversity, Equity and Inclusion (DEI) program.
The court was recently fired from the Trump administration when it filed a lawsuit against each of the 15 federal judges on a Maryland federal bench earlier this month for automatically issuing an injunction for certain immigration cases. The injunction prevents the Department of Homeland Security from deporting or changing the legal status of the migrants in question for two business days.

“President Trump’s executives have been undermined since the first few hours of his presidency due to an endless injunction designed to halt his agenda,” Bondy said in a press release on the state’s automatic injunction practices. “The Americans have elected President Trump to implement his policy agenda. This pattern of judicial overreach undermines the democratic process and is not allowed to endure it.”
US District Court for the Northern District of California
A judge on the bench in the Northern California district has issued at least six important injunctions announced by the Trump administration this year. Northern California District Court includes counties such as San Francisco, Sonoma and Santa Clara.
In March, for example, Judge William Alsup granted an interim injunction ordering federal agencies to revive probation employees fired under Trump’s efforts to reduce the size of the federal government. Judge Susan Ilston granted a temporary suspension in May on federal cuts on the Trump administration’s forced initiative, and Judge William Ollick granted another injunction in April, preventing the Trump administration from withholding federal funds from areas considered sanctuary for illegal immigration.

A federal judge on the Northern California bench has issued an injunction to block the enforcement of the Trump administration’s policies related to organizations promoting DEI and LGBTQ programs and to prevent the administration from terminating legal visa status for international students.

The District of Columbia U.S. District Court issued at least six signatories injunctions against the Trump administration this year. Judge James Boasberg’s March injunction prevents the Trump administration from deporting members of violent illegal immigrant gangs under the alien enemy laws.
“People are shocked by what’s going on in the court system. I’ve been elected for a number of reasons, but the main one is law and order, and most of which are quickly removing the vast criminal networks of individuals who have come to our country through the bent Joe Biden’s open border policy! Alien enemy laws act to deport illegal immigrants who are allegedly linked to gangs, such as the Venezuelan criminal organization Tren de Aragua (TDA).

Trump celebrates Supreme Court restrictions on “massive abuse of power” by federal judges
Federal judge Lauren Alican issued a temporary injunction in January, except for the Trump administration’s freeze on federal grant spending through various federal agencies. Judge Paul Friedman blocked the Trump administration from targeting foreign service workers’ collective bargaining rights in May. And Judge Ana Reyes granted a nationwide injunction in March that barred Trump’s executive order from forcing transgender individuals to serve the US military.
Court judges have also issued an injunction targeting the Trump administration’s plan to dismantle the American voices of the federally funded national media network.

The US District Court for the District of Massachusetts has issued at least four important injunctions against the Trump administration.

Other injunctions issued this year include President Trump’s actions this month that Judge Julia Covic requires his passport to reflect a person’s biological sex rather than a gender identity, and another, including the Trump administration’s efforts to end Biden-era parole programs for tens of thousands of immigrants from Afghanistan, Latin America and Ukraine.

US District Court for the Western District of Washington
Prior to the Supreme Court’s decision to limit the scope of the national injunction, district court judges in the Western District of Washington issued a small number of injunctions targeting Trump’s policies, including joining Maryland and Massachusetts courts earlier this year.
Judge Jamal Whitehead issued an interim injunction in February to suspend Trump’s January executive order to suspend the U.S. refugee assistance program. Another federal judge on the bench in March granted a nationwide interim injunction blocking Trump’s executive order banning transgender individuals from serving the military.
The U.S. District Court for the Western District of Washington includes King and other counties – home to Seattle – Snohomish and Clark. Two courts in the Western District of Washington and Northern California are both located in the 9th Circuit.

The number of injunctions to halt Trump’s policies doubles its predecessor
Trump celebrates the Supreme Court decision, limits the scope of federal judges’ powers and grants a nationwide injunction as “a monumental victory in the constitution.”
“The Supreme Court has brought a monumental victory due to the rule of law that reduces the constitution, separation of power, and the excessive use of national injunctions… I have been elected for a historic mission, but in recent months we have tried to stop the president from effectively stopping the president from deciding what he has approved, democracy,” Trump said Friday.
Trump asks the Supreme Court to consider a birthright ban
Scotus’ ruling follows the Trump administration, which filed an emergency appeal in March with the highest court. Attorney General Sarah Harris at the time sounded an alarm that the nationwide injunction had hit “a proportion of epidemics” under the second Trump administration. She noted that the federal government faces 14 universal injunctions in the first three years of the Biden administration, compared to 15 levelled 15 people against Trump’s administrators in just one month.
The universal injunction was a point that even stuck with Trump administration officials who opposed the flow of injunctions ordered against the policies and laws of the 45th President, including the former Justice Department chief.
“The court issued a national injunction of an average of 1.5 per year to the Reagan, Clinton and George W. Bush administrations and 2.5 per year to the Obama administration,” Assistant Attorney General Beth Williams said in February 2019.

“However, in the first year President Trump took office, judges issued a 20x increase, 20x, which is issued in two terms over the total of eight years issued to President Obama. It currently coincides with the injunction issued to the first 42 presidents, which the first 42 presidents combined.”
