The Department of Homeland Security has labelled more than 500 cities and counties as “sanctuary jurisdictions,” escalating conflicts between the federal government and local leaders over immigration enforcement.
The list was released Thursday, requiring that these communities be placed in notifications and “quickly” amendments to the policy to be consistent with President Donald Trump’s deportation policy.
“Santic cities protect dangerous criminal foreigners from consequences and put law enforcement at risk,” DHS said.
The designation is based on a variety of factors, including whether local governments are working with federal immigration officials, whether they will set restrictions on information sharing and provide legal protection for undocumented immigrants.
Dozens of California cities and counties have appeared on the list, including major metropolitan areas and small communities.

California includes Alameda, Los Angeles, Sacramento, San Diego, San Francisco, San Bernardino, and Ventura. Cities include Los Angeles, Oakland, San Francisco, San Diego, San Jose, Long Beach, Malibu, Culver City, and Huntington Beach (see full list below).
“Politicians in these sanctuary cities are putting Americans and our law enforcement at risk to protect violent, criminal and illegal aliens,” DHS Director Christy Noem said in a press release.
In November 2024, shortly after Trump’s election, LA City Council unanimously passed an ordinance that explicitly prohibits direct or indirect sharing of data with federal immigration authorities.
“Immigration makes up the very fabric of Los Angeles. They deserve to feel safe and protected in the city they call home,” said Councillor Nitia Raman, whose family moved from India to the US when she was six years old.
Local governments also argue that immigration enforcement is federal responsibility and that local resources are often used to deal with local crime.

“This is the latest attempt by the Trump administration on a powerful city like Seattle, changing local policies through threats and threats to public safety and critical federal funds for the homeless,” mayor Bruce Harrell told The Associated Press in an email. “It’s not going to work – the law is on our side – and we don’t hesitate to protect our people and stand up to our values.”
The list was released as the Trump administration stepped up its efforts to follow the president’s campaign and strengthened its promise to eliminate millions of people in the country illegally. It came out as the immigration and customs enforcement agencies announced major leadership changes. White House officials have said the administration wants to make daily immigrant arrests significantly higher.
