The Trump administration plans to reduce costs by integrating two similar HIV/AIDS prevention programs run by the Centers for Disease Control and Prevention (CDC) and the Agency for Health Resources and Services (HRSA). The reductions are related to management costs and DEI-related expenses.
The tentative proposal, still a “concept of planning,” is to combine them into one program under the HRSA to streamline efficiency along the administration’s downsizing on the federal agenda.
“One of them is still very preliminary, but obviously, this doesn’t need a $200 million budget. $10 billion will be sent to the CDC and $1 billion will be sent to HRSA,” the official said. “Part of that depends on the administrative overhead costs and paying for things like that.”
Both the CDC and HRSA are part of the Department of Health and Human Services, and Robert F. Kennedy Jr.

“If this is done, it will be even more decisive … like looking into DEI spending in these two programs,” the official said. The Trump administration is already working to cut federal funding for DEI programs and initiatives in one of his early enforcement actions, entitled “End and prioritize radical and futile government DEI programs.”
Although the CDC has a division dedicated to preventing HIV and other infectious diseases, HRSA also runs a program called the Ryan White HIV/AIDS Program (RWHAP), which provides healthcare for low-income people with HIV.
During his first term in office, in 2019, Trump ended the HIV epidemic initiative with the aim of reducing HIV cases by 75% by 2025 and 90% by 2030. The initiative is run by the CDC.

The proposal, which is still working this week, has recently been fired by thousands of workers amid massive government reforms in several federal sectors in the direction of the Government Efficiency Bureau (DOGE), run by Trump and Elon Musk.
