President Donald Trump has called on Attorney General Pam Bondy to investigate whether certain individuals working for former President Joe Biden conspire to deceive the public about his mental state and use automatic time to exercise the president’s responsibility.
In a memo on Wednesday, Trump said the US president has a huge amount of power and responsibility through his signature. Signatures can not only turn words into land laws, but also appoint individuals to some of the highest positions of government, creating or eliminating national policies, allowing prisoners to be free.
“In recent months, it has become increasingly clear that former President Biden’s aides have abused the power of the president’s signature through the use of an autopen to hide Biden’s cognitive decline and assert Article 2 powers,” Trump wrote. “This conspiracy is one of the most dangerous and concerning scandals in American history. The American people were intentionally protected from discovering who used enforcement.
He goes on to say that Biden had suffered “severe cognitive decline” for years, and the Department of Justice (DOJ) recently concluded that despite clear evidence that he broke the law due to his mental state, Biden should not bear trial.

“Biden’s cognitive issues and the obvious mental decline during his presidency were “even worse,” even privately, and those closest to him “wanted to make it public,” Trump said. “To do so, advisers at Biden’s office wrote conversations with lawmakers, government officials and donors to strictly limit his newspaper meetings and media appearances and to hide their inability to perform his duties.”
Still, during President Biden, the White House issued more than 1,200 presidential documents, appointed 235 judges to the federal bench, and issued more pardons and commutes than any administration in US history, Trump said.
The president wrote about Biden’s decision just two days before Christmas 2024, commuting to work for 37 of the 40 most dangerous federal criminals, including mass murderers and child murderers.

“While the power to take these administrative measures along with many others is constitutionally committed to the President, there are also serious doubts about the decision-making process and the extent of Biden’s perception of the actions being taken in his name,” Trump wrote. “The majority of Biden’s executive action was signed using a mechanical signature pen, often called an autopen, in contrast to Biden’s own hands. This was especially true of actions taken later in his presidency, when his cognitive decline became even more clear to those who work with him most closely.
“Given the clear indication that President Biden is lacking in the capacity to exercise his authority, his advisor secretly hides this incompetence and takes fundamental enforcement actions in his name, while still forming the unconstitutional equipment of judicial power.
Trump has not told administrators to declassify the Biden document on “concealment”

The memo continues to seek investigations to address when certain individuals not named in the document conspire to deceive Americans about the former president’s mental state and exercise their authority and responsibility “unconstitutional.”
Specifically, Trump called on the Attorney General’s investigation to consider activities that intentionally protect the public from information about Biden’s mental and physical health. An agreement between his aspects to mistakenly view recorded videos of Biden’s cognitive abilities as fake. and an agreement between Biden’s aides to demand false official statements that enhanced the president’s capabilities.
The investigation will also consider policy documents that use automated ages, such as generous grants, executive orders, and presidential memorandums, as well as those who will instruct Biden to attach to those documents.

Trump said last week he believes Biden really disagreed with many of his administration’s loose border security policies, suggesting instead that those around the former president used his declined faculty and used the autopen to pass fundamental border-related instructions.
House Republicans led by oversight committee chair James Kommer last month launched a survey aimed at determining whether Biden, who had lost health in the final months of his presidency, is mentally suited to approving use of autism. Comer said last week that he was “open” to drag Biden into the front of the house and answer questions about the issue when necessary.
