Trump’s budget bill faces headwinds before key house test after senator

The massive law that says Republicans want to advance the broad sash of President Donald Trump’s agenda, faces a final hurdle before a room-wide vote on Monday.

The House Rules Committee, the final gatekeeper of most bills before the House floor vote, is meeting to discuss measures GOP leaders want to have on Trump’s desk sometime in May.

The bill aims to increase spending on border security, judiciary and defense by around $300 billion, but calls for spending cuts of at least $1.5 trillion to $2 trillion elsewhere.

As written, the bill also offers $4.5 trillion to extend Trump’s 2017 Tax Cuts and Employment Act (TCJA) clause, which expires at the end of the year.

It comes after the Senate held a session all night long to advance its own version of last week’s Trump plan. In the Senate Republican budget plan, the first settlement bill includes Trump’s priorities for border security, energy and defense, but the second bill, which will be created later this year, will be Trump’s priorities from the TCJA. It will focus on expanding tax policy.

The Senate bill was relegated to a de facto backup plan if the House of Representatives cannot pass itself, as the Commander-in-Chief has already telegraphed his preference for House Republican proposals. This was told to the Senators last week by Vice President J.D. Vance, who told Fox News Digital that he gave them White House blessings to move the bill forward.

The current margin determines that House Republicans can still lose only one vote to pass the bill without democratic support.

Rep. Victoria Spartz (R-Ind.) wrote on X Sunday night that she was opposed to the bill, as she wrote.

“Why am I no in the current version of the House budget direction – I have a trillion dollar question – where is the money – $1t? Interesting fact: about 85% of the spending even seen in Congress Don’t – if you’re convenient, you want to hide waste, fraud, abuse,” Spartz announced.

Other Republicans have expressed concern about a $880 billion cut in spending under the Energy & Commerce Committee.

The House version of the bill differs from the Senate in that the latter version does not include funds for Trump’s tax cuts. Senate GOP leaders argue that splitting Trump’s priorities into two bills will help the party secure early victory in borders and defense.

But House Republican leaders argue that Republicans have not passed two settlement bills since the 1990s under much more favorable margins.

Both rooms are competing with thin razor margins and ideologically diverse Republican congresses as they aim to make major conservative policy changes throughout this year’s budget adjustment process.

By leveling the thresholds for passing the House and Senate with a simple majority, the settlement allows political parties to pass the fiscal law without support from the other side. The Senate has a two-thirds majority threshold to advance most measures.

However, it is not clear whether Trump is sufficient to support his support for the House plan.
