The House moved forward with its proposal last week after being forced to punt the committee’s vote in the face of differences over where it would set up a baseline floor to cut spending.
Meanwhile, Senate Republicans went ahead with their own plans and passed a narrow bill Wednesday night. This included new border and defense funding, but left Trump’s tax cuts for the second package.

Once the budget resolution is passed, it sends instructions to other committees to call for reductions and policy changes in each jurisdiction before those proposals are added to one large invoice.
The House and Senate must also agree to a compromise between the two versions and pass on a fragment of the same law before they can be sent to Trump’s desk.
Republicans have a majority of three seats in the Senate and one seat in the House. That is, they can afford to give valuable opposition among them to pass the final bill.
