The two teenagers have been arrested in connection with the daytime attack of a man in the Carsay area of Los Angeles, Councillor Katie Yaroslavski announced Thursday.
Yaroslavsky said the boy was charged with a fatal weapon attack.
As they are boys, the names of the arrested teenagers have not been released.
According to the Los Angeles Police Department, the attack, which was caught in cell phone video, occurred near the intersection of San Vicente Boulevard and Carrillo Drive around 5pm on Saturday.
Police said debate broke out between the victim and a group of 20-30 bicycles between the ages of 16 and 18.

“After several suspects attacked and kicked the victim’s vehicle, the victim left his car to stand up to them,” police said. “A physical altercation continued, resulting in additional suspects taking part in the altercation.”
The victim was surrounded by suspects and “quickly overwhelmed” as they punched him to the ground and kicked him. Police said the suspect left the area by bicycle after the attack ended when several witnesses intervened, and was heading south on Carillo Drive.
Paramedics from the Los Angeles Fire Station responded to the location and treated the victim for minor injuries from the attack, but the man refused further treatment at the hospital.
The detective continues his investigation and is looking for additional suspects. Anyone with additional information regarding the location of the assault or suspect was urged to call Wilshire area detective Carlos at 213-922-8229.
