Vice President JD Vance told Indian reporters that the US had provided Russia and Ukraine with a “very clear proposal” to end the war that has been ongoing for over three years.
“We have issued a very explicit proposal for both Russians and Ukrainians, when they say yes or the US is leaving this process.

The vice president also said, “The only way to really stop the killing is for the military to put their weapons on it, freeze this thing, and continue the business of actually building better Russia and better Ukraine.”

Vance’s comments come after Secretary of State Marco Rubio confirmed he would not attend a meeting in London aimed at promoting a ceasefire. State Department spokesman Tammy Bruce told reporters on Tuesday that Rubio would not attend the meeting due to “logistical issues.”
The secretary later wrote in a post on X: “I will follow up after an ongoing discussion in London and plan to reschedule a trip to the UK in the coming months.
During a briefing on Tuesday, Bruce also said General Keith Kellogg, the envoy of Ukrainian special president, will represent the United States at a meeting in London.

Trump has argued that the Ukraine-Russia peace deal is near, but distrusts at skeptical experts about Putin’s departure
On Friday, Rubio suggested that President Donald Trump may leave negotiations to end the war within “a few days” despite continuing efforts to secure a ceasefire deal. Trump later told the press that Rubio was “right to say we want to see it end.”
“Think about it. Every day, a lot of people are killed when we talk, so when they play the game, we’re not going to take it,” Trump told reporters. He also said he believes the US has a “good opportunity” to bring peace to Ukraine and Russia.

However, security experts are not confident that peace is on the horizon, as Russian President Vladimir Putin warns that he does not want peace.
Trump appears to be hoping to invite Putin and Ukrainian President Voldimia Zelenki to tempt them to stop talking about how they can benefit from doing business with the US after the war is over. He made his remarks after the temporary Easter ceasefire between Ukraine and Russia ended. Both Ukraine and Russia accused each other of violating the ceasefire.
