USDA announces national farm security action plans to combat China’s threats

The USDA announced its National Farm Security Plan Tuesday morning.

The plan is specifically intended to affect threats from foreign governments like China and how those threats affect American farmers. It presents legislation and enforcement reforms, including banning Chinese citizens from acquiring US farmland and assessing whether they own land near military bases.

“Farm produce is not just a commodity, it’s the lifestyle that underpins America itself, and that’s exactly why it’s threatened by criminals, political enemies and hostile regimes that we understand as a profound and existential threat to ourselves.”

“For them, the farmland and our farms are weapons that are aimed at us, as they are former inheritances,” she continued. “We watch over and over again, from the acquisition of Chinese communists’ agriculture land to criminal exploitation of our farming system, to the theft of the land and the operational information needed to work on the rest of the future.

Rollins is joined by Secretary of Defense Pete Hegses, Attorney General Pam Bondy and Secretary of Homeland Security Christie Noem.

“As someone who has been charged with leading the Department of Defense, I want to know who owns land around our bases and strategic bases, and I understand why foreign companies, foreign companies and foreigners buy land around those bases,” Hegses said.

Bondi directly referred to how agroterrorism has become the administration’s greatest concern. Last month, two Chinese citizens in Michigan were arrested after FBI director Kash Patel allegedly smuggled what he called the “known Agricultural Director.”

“We must be able to feed ourselves, not be able to care for ourselves, not be able to provide ourselves, not be safe and be able to feed ourselves to ensure that other countries do not control us,” Noem said.

Noem said during her time as governor of South Dakota, she signed laws banning governments in China, Iran, Cuba, North Korea, Venezuela and Russia.

“And for decades, I have had evil foreign governments, including China, coming to this country and they stole our intellectual property. They manipulated the currency, and they treated us unfairly in trade transactions.

Many states have book laws that restrict the purchase of land by people with ties to China and other foreign enemies. In 2021, more than 383,000 acres were linked to China, but this number has been declining in recent years, according to Agriculture Dive.
