Start by answering the first question. No, non-locals can’t park in many “permission only” spots in West Hollywood yet. However, the city is offering temporary financial relief to people park in almost every other public area in Weho.
Every Wednesday evening in April this year, from 4pm to midnight, all West Hollywood parking meters, city-owned surface lots and city-owned parking will offer free parking.
The initiative, called Wehappy Wednesday, comes through the Weho Give Give Give program for consumers and business support for West Hollywood and West Hollywood Chamber of Commerce. And in addition to free parking, you can find drink deals at a few bars and restaurants throughout April.
Usually, nightlife-friendly cities offer parking meters (which cost $2 per hour) along Sunset Boulevard until 2am and on large stretches on Santa Monica Boulevard and Melrose Avenue until midnight. The city’s garage also has similar fees and execution times. (I also know that if you know the curb color, you can always park on the yellow curb at Weho after 6pm.)
Of course, this is not the case for private lots or valet services. However, Weho operates hundreds of spots within the city’s boundaries, and you can find them here.

The initiative’s press release points out that many Weho companies are still dealing with the pandemic and the economic impact of the wildfires this January. Removed the weekly one night parking fee in April gives drivers an additional nudge to consider spending money in the area in theory. (Of course, if you sign up for the study of late Professor Donald Schoep of UCLA, free parking is actually worsened due to crowds and climate, but certainly even this temporary parking can give you a pass.)
