It started as a friendship, but prosecutors claim that Ian Edard Chloe quickly turned into a nightmare invitation after he captured a 74-year-old woman in a hotel for two years, raped her repeatedly and threatened to torture her if she tried to escape.
On Tuesday, Crow, 58, was sentenced to 394 years in prison in an uneasy case in the San Mateo County area. Atty. Stephen Wagstaff said it was different from what he or his prosecutors had seen before. He was convicted on February 20th of 33 felony charges.
“It just started as a friendship with the victim,” Wagstaff said. “Then this guy suddenly becomes a beast.”
Chloe, who lives in Minnesota, became friends with the victim in 2016 after her mother passed away, and she expressed her sadness, according to a statement from the San Mateo County District Attorney’s Office. Prosecutors did not explain what the victim had to do with Chloe’s mother.
At one point, Claw flew to New Mexico, where the victims lived, and the two became Belmont Police CPL, a four-year road trip along the West Coast. Brian Vogel told the Palo Alto Daily Post.
Authorities said the relationship was not romantic. The victim was not identified by the prosecutor.
Kroe’s attorney did not immediately respond to a request for comment.
Then, in August 2020, Crow hugged, repeatedly raped, and forced sexually to a female prisoner at the Hyatt Hotel in Belmont.
Prosecutors said Crow would not only kill her if he tried to escape, but would torture her for several weeks before killing her.
Prosecutors said Crow took over the woman’s finances, ran out of bank accounts and refused to leave her hotel room.
The woman repeatedly tells Claw that she wants to go back to New Mexico, but he refuses to let her go free.
In 2021, she broke her ankle and Crow refused to receive treatment despite the fact that she was in severe pain, according to a statement.
In August 2022, the victim secretly contacted a friend in New Mexico. A friend was called authorities and Belmont police found her in a hotel room.
Prosecutors said the woman was found naked, suffered several bruises and broken bones on her body, and was unable to move herself.
Claw faced multiple felony charges, including intentional infringement of torture, ten counts of forced sodomy, felony threats and false imprisonment.
Wagstaff said it is unclear what led to an intrusive crime after the two formed friendships over the years. He noted that Crow had no serious encounters with law enforcement before he was arrested in the case.
“There’s nothing to tell you to give them a signature or be careful,” he said.
However, Wagstaff described Chloe as a “master manipulator.” The “master manipulator” tried to delay the exam with an antics, such as fake medical emergency several times.
Many times, including during the sentencing, Kuro said he was experiencing chest pain and believed he was suffering from a heart attack.
“He’s going to say he can’t continue,” he said. “For him, it was just gameplay.”
At one point, Crow said he had a heart attack and was treated by a prison nurse. He was given painkillers, but it appears he is not suffering from a medical emergency.
“He really believes he is the victim,” Wagstaff said.
