Mendoza’s son, Alex Rozano, 21, told The Times that his mother has been homeless for over a year and is known to stay in the Perris Hill Park area.
He said he had not spoken to her for a while before the fatal incident.
The identity of the second surviving victim was not released. It is unknown whether the two women know each other. Police also said it remains unclear how many dogs were involved in the attack and whether they belonged to anyone.
An animal control worker in San Bernardino responded to the scene and removed 14 dogs from the park. A fatal incident is under investigation.
