Washington-based government transparency watchdog introduced former FBI director Christopher Wray to the Justice Department and the FBI, urging a criminal investigation into allegations of making false statements to Congress in two famous cases.
Surveillance Project Chairman Mike Howell told Fox News Digital that the group specifically asks Wray’s Congressional testimony about the so-called Richmond memo from the FBI office in Virginia, Ray’s Congressional testimony that exposed anti-Catholic bias there, and his testimony about China’s conspiracy to spread licensing illegal drivers before the 2020 election.
In July 2023, Ray testified before the House Judiciary Committee on the FBI Richmond Memo, which labeled Catholics as a potential domestic threat.

“Well, all I can say is that you’re referring to Richmond products. This is a single product in a single field office, and as soon as I learned about it, I was ghhh and retracted it and removed it from the FBI system,” Ray said.
The surveillance project claims that the statement is ultimately misleading or false.
R-Wis. Rep. Tom Tiffany pushed Ray onto Richmond’s memo and what is called a “Trump Survey.” This was distributed by the FBI and asked about its loyalty to the president.
“We continue to ask these ‘isolated examples’ whether they are Richmond Catholics. [questionnaire] – Isn’t that a pattern? ” asked Tiffany.
The surveillance project pointed to what Senate Judiciary Committee Chairman Charles Glasgreeley said from a June hearing on Biden-era “cover-up.” Grassley said that Richmond’s memo “used a harsh study from the Extreme Southern Poverty Law Center to accus traditional Catholics of being violent extremists.”
“Based on records I released in other weeks, there wasn’t just one FBI document using biased anti-Catholic sources, and no more than a dozen,” Grassley said. The introduction also points out that this statement by Grassley believes Ray’s testimony suggesting a one-off incident.

Fox News Digital reached out to Grassley. Grassley told Fox News’ Bill Hemmer in June that he found 13 documents similar to Richmond’s memo. Grassley said the documents were out and “at least 1,000 people have access to information that told people they needed to monitor the Catholic Church because it could be considered a terrorist organization.”
Fox News Digital reached out to the phone number connected to Wray, but received no response.

In a June statement, Patel cited the CCP’s impact incident, saying, “Former FBI leaders withheld the facts and misled the public with China’s 2020 election interference. And they did so for political interest. The FBI has exposed it all and given Americans the truth they deserve.”
Patel acknowledged evidence that the FBI was “buried” for political convenience in 2020 and thanked Grassley for helping the current FBI brass uncover the topic.
In his September 2020 testimony, Ray told Senator Gary Peters. “Historically, I’ve never seen it in a major election, whether it’s that or anything else,” the FBI said.

Ray added that the FBI has identified localized voter fraud and that his testimony is not intended to underestimate the comprehensive threat.
Howell’s group alleges that these statements were betrayed by documents Patel gave to Congress in June. It reportedly expressed concern in August 2020 that China mass-produced such false IDs to help former President Joe Biden.
The criminal referral against Wray also cites the August 2020 seizing of 20,000 counterfeit licenses by Illinois customs and border security. A port official in Chicago told Fox News at the time that the spread “can have dire consequences.”
It is unclear whether a vote was held as part of the scheme.
In his 2020 speech to the Hudson Institute, Ray warned of the CCP’s threat to future elections and beyond.

The FBI and the Department of Justice did not immediately respond to Fox News Digital’s request for comment.
