Voters are aware of former President Joe Biden’s decline and believe the administration lacks integrity and transparency in his mental fitness, and many want to investigate the issue in Congress.
A new Fox News survey found over half of the population, or 52%. They believe it is important to investigate whether Biden advisers used the autopen without the president’s awareness, but 46% say it’s time to move on.
House Oversight Committee Chairman James Kommer is pursuing an investigation into former Biden administration staff who allegedly use autopensions for executive action, covering up Biden’s mental decline.
The views on whether advisors should be scrutinized to make major presidential decisions on Biden’s behalf (50% will look at surveys vs. 49%).

Democrats support one in five looking into whether there is a cover-up, but about one in four feel that way about using an autopen and making the president’s decision.
Overall, 68% of voters consider their previous administrations dishonest about Biden’s condition, including 52% of Democrats, 75% of independents and 81% of Republicans.
Fox News poll: Economic pessimism fades slightly as voters reflect in the economy
However, the majority agree that there is a cover-up, but they were not fooled.
Seven in ten say they knew Biden’s cognitive status even before his surprisingly bad debate performance in June 2024. About 28% knew he was in decline as soon as he took office.
After a discussion with Donald Trump, another 20% knew Biden’s decline. Less than one in 10 people (9%) say he has not declined.
These numbers match what voters said throughout Biden’s term.
In November 2021, just a year after Biden was elected, a Fox News survey found that a majority of 53% believe his age is interfering with his job as president. By mid-2022, Fox News’ voter analysis survey found that 57% of voters felt that Biden lacked the mental capacity to serve, and by July 2024 it had grown to 65%.
“What’s somewhat lost in Kelfaful about the exact timing of Biden’s decline is the fact that most people knew he was losing it, and that’s what they considered in their vote choice long before the president’s debate,” says Daron Shaw, a Republican who runs a Fox News investigation along with Democrat Chris Anderson. “Even so, Biden’s reputation and legacy are clearly a hit as the true history of his administration is revealed.”
Biden’s current personal favor is 13 points underwater (43% favor, 56% disadvantage) compared to -19 points in January. In the early days of his presidency, he rated 10 points (54% preferred, 44% unfavourable, April 2021).
Today, 75% of Democrats have a positive view of Biden, which has fallen from 95% four years ago.

The Fox News Survey, conducted on June 13-16, 2025 under the direction of Beacon Research (D) and Shaw & Company Research (R), includes interviews with a sample of 1,003 registered voters randomly selected from voter files across the country. Respondents either spoke with live interviewers on landlines (149) and mobile phones (566) or completed the survey online after receiving texts (288). The results based on the complete sample have a margin of sampling error of ±3 percentage points. The sampling errors for the results between subgroups are high. In addition to sampling errors, the language and order of questions can affect the outcome. Weight generally applies to age, race, education, and local variables to ensure that demographics represent the registered voter population. Sources for developing weight goals include American Community Survey, voter analysis for Fox News, and voter file data.
