The Los Angeles Water and Power Committee Committee postponed the vote on Tuesday on a $700,000 deal for private security for Janis Kinanyons, the department’s CEO and chief engineer.
Kinneen is under public pressure in the wake of the deadly Palisade fire.
According to LADWP, Kinneen has gained safety from local law enforcement since the Palisade fire broke out, but she is unable to continue receiving its protection due to a lack of staff.
The department wants to sign private security contracts because it claims security is necessary.
The issue will be placed on the future conference agenda after being postponed at Tuesday’s meeting.
In a board letter on the topic, an official at LADWP wrote: “Since the wildfires began, LADWP has faced many threats to the personal safety of its CEO’s chief engineers, some of which require direct intervention by law enforcement officials.”
Documents obtained by NBC4 reveal that this will provide Kinyon security services for a year through Pinkerton Consulting and Research Executive Protection Company.
The price tag is just over $703,000. LADWP received proposals from two other companies to compare prices, with the contracts reaching over $930,000 and over $1.3 million.
Kinneen was confirmed as head of the DWP in May 2024 by the city council and mayor.
Quiñones’ salary funds come directly from the department’s income and do not affect the city’s general fund.
Kinneen previously served as a senior executive at Pacific Gas and Electrical Company. She is a member of the US Coast Guard and is currently an active reserve. DWP CEO played a key leadership role at Cobra Energy, including Vice President of Operations, and was responsible for the recovery of Puerto Rico’s electrical systems following Hurricane Maria.
