Los Angeles Mayor Karen Bass signed a new executive order on Friday aimed at strengthening urban protections in immigrant communities in what he described as an “illegal and chaotic” federal immigrant raid across the region.
During the press conference, Bass refers to a series of immigration enforcement actions that have occurred over the past six weeks, including recent incidents in MacArthur Park and Ventura County, which have been called the directive needed to understand how to protect yourself from the federal government.
“We saw MacArthur Park earlier this week, and I think this is now considered merely a sign of force after all evaluations,” Bass said. “Just putting the city there and say, ‘We’re a federal government and we can deploy our troops with every choice.”
The new order, Executive Directive No. 12, requires that all urban sectors submit preparatory plans within two weeks, including department-specific protocols and training. These plans need to outline how city employees, including contractors, will respond if they approach a federal immigration agent on city property, while complying with both federal law and local ordinances.
Bus said the goal is to ensure that city workers and residents, especially immigrants, know their rights and have safe access to city services without fear. She emphasized that all departments should designate immigration communications and report federal enforcement activities immediately to the mayor’s office.
“We want to spread information about urban services and support programs for families affected by federal enforcement measures,” Bass said. “I want even people who have contracts with cities to understand what their rights are.”
The order comes days after the mayor announced legal action against the Trump administration in response to the immigration attack. The bus pointed to an incident in which militarized federal vehicles were deployed at MacArthur Park, where children were invited to nearby summer camps and efforts to instill fear in the immigrant community.

“We are a proud city of immigrants,” she said. “And as the Trump administration signales that they ratchet their chaotic approach, I am making sure to deploy all the resources and tools available in the city.”
The directive will also establish a new LAPD-led working group in collaboration with the mayor’s Immigration Bureau, immigration rights organizations and community leaders. This group will help develop additional guidance on how executives respond to immigration enforcement.
Bass also ordered the filing of a Freedom of Information Act request to U.S. Immigration and Customs Enforcement agencies to obtain records related to the Los Angeles immigration attack, including date, location, reason for arrest, and the use of identifiers such as badges and masks by federal agents.
“In these attacks, not only undocumented people, but also people legally in the country, those appearing on the annual immigration visit, or even US citizens detained,” Bass said. “When people are taken out of our city, we don’t necessarily know where they are going.”
The directive strengthens existing urban policies, including special order 40 from the LAPD. This prohibits officers from taking action solely to determine the situation of immigration.
Bus closed her remarks by re-emphasizing the irony that the city needs to be protected from its country’s federal government.
“I just want to repeat the irony that I will sign an executive order to help city families understand how to protect the workforce and Angelenos from our federal government,” she said.
